ECP calls for release of 7th Census results by end of year – Pakistan
ISLAMABAD: The Election Commission of Pakistan (ECP) has requested the government to release the official results of the Seventh Population and Housing Census by the end of the year.
He made the request in a letter addressed to the Secretary of the Ministry of Parliamentary Affairs. Identical letters were also written to the Secretary of the Ministry of Planning and member of the support services of the Pakistan Bureau of Statistics.
Copies of a gazette notification and a schedule for conducting the census were also attached to the letter.
According to the calendar, the census exercise will start on August 1st. According to a work plan specified in the calendar, the results will be submitted to the electoral commission by December 31.
“Additionally, final results will be provided by February 2023,” the ECP said in the letter. “It appears that the primary data will be shared with the ECP by December 31, 2022. While under Article 51(5) of the Constitution, the final published data is required for the purpose of delineation constituencies.”
The commission pointed out that under the above-mentioned article and section 17(2) of the Elections Act 2017, it was required to start delimiting constituencies after the official publication of a census.
He pointed out that the term of the current assemblies will expire on August 12 next year, except for the Punjab Assembly, which will last until August 14 of the same year.
Once the census was released, the ECP said it would take more than four months to carry out a new delimitation exercise, he said.
“Similarly, revision of voters lists would also be required as a result of any increase or decrease in the number of census block codes and changes to block boundaries in different districts,” the commission said. “Similarly, an action plan under Section 14 of the 2017 Electoral Act must also be prepared four months before the general election, i.e. in April 2023.”
The ECP recalled that through two previous letters – dated September 30, 2021 and January 21, 2022 – it had asked the Ministry of Parliamentary Affairs that a report containing the official census results be published by the end of this year. so that the committee has enough information. enough time to carry out various electoral activities.
“Therefore, in order to conduct all electoral activities in a timely manner, i.e. delimitation of constituencies, revision of electoral lists and preparation of the action plan, the official results of the 7th population census and Housing 2022 must be released by December 31, 2022 instead of February 2023,” the ECP said in the letter.
Sindh LG Polls
Meanwhile, the Election Commission on Friday also announced a timetable for the second phase of local elections in Sindh.
July 24 has been set as polling day, according to a notification issued by the ECP. In the second phase, local body elections will be held in Karachi, Hyderabad and Thatta divisions.
Candidates will be able to submit their application documents from June 8 to 11, and the final list of nominated candidates will be released on June 28 after the completion of all phases, including the review of documents.
On April 13, the ECP announced the timetable for the first phase of local government elections in the province.
